CER to EUA Substitution benefit

This process effectively allows credits from outside of the EU to be transferred to the member countries of EU. They tend to trade at a discount and there is a limit to how many you can transfer which varies by country. 

However everyone should do this as it is quite literally free cost reduction providing the CER continues to trade at a discount to the EUAs.
